SAUGERTIES – A 23-year-old Saugerties man was released on his own recognizance after being charged with criminal obstruction of breathing, two counts of endangering the welfare of a child and harassment.
Saugerties Police charged Robert Halstein, Jr. following an investigation into a June 26 incident during which he allegedly choked the victim to the point of obstructing her ability to breathe, police said.
The victim’s two young infants were present in the same room during the altercation, police said.
The incident took place at 367 West Saugerties Road in Saugerties and Halstein was located at 92 Eastern Parkway in the Town of Ulster where he was taken into custody on July 3.
A court order of protection was also issued on behalf of the victim.
